Governor General Chank ang Ting has dis-
His family have come here. If he comes
I ask to be allowed to deport him.
The Provincial Council has rescinded declaration of independence, the Second in Command of the Troops has been elected Acting Governor and order is restored for present. But he is member of Kwomintang so probably is disloyal to the President of Republic.
No news of advance of General Lung.` Chinese here and in Canton are rejoiced
at the prospect of collapse of the revolt.
In the interests of order and trade of the Colony of Hong Kong I recommend strongly that His Majesty's Government should urge President of the Republic to seize the opportunity to send a capable, experienced and loyal official as Governor General of Canton, and to replace various Com- missioners of Departments there, except Police Commissioner who is capable, by men of some degree of honesty, capacity and experience.
I would also urge that in order to pre- vent further intrigues and disturbance of the peace the steps recommended in my cypher telegram of 26th July should now be taken.
